Of all the groups of people to blame for the Epidemic of Poorly Designed URLs on the web today, it is firstly most certainly Microsoft's IIS and ASP/ASP.NET teams and secondly all the software vendors and open-source developers who have implemented web applications but haven't placed a high priority on well designed URLs.

Yes, website owners can push for well designed URLs, and web developers and systems administrators can work hard to implement well designed URLs, but ultimately it is the infrastructure providers who are most at fault.
